The Technical Development Lead is responsible for leading the development and technical implementation of a new or revised data warehouse and business intelligence solution as part clients Program.
Knowledge & Skills:
The Development Lead is responsible for the successful development and implementation of data and reporting solutions as well as contributing to the strategy, architecture design, standards, and guidelines as prescribed by WSIB. The successful candidate will provide hand-on expertise and direction in the ETL development, testing, classification of information, taxonomies, data architectures, data models, tools, and applications used to design data-centric solutions. The required skillset is required immediately.
Knowledge and hands-on experience with industry best practices for data warehousing modeling, data integration and testing
Mastery of knowledge of data quality, master data management, and data integration including exception handling and cleansing
Working knowledge and demonstrated experience with enterprise solution architecture and implementation methodology best practices
Demonstrated leadership skills and experience to supervise and direct multi-disciplinary on-shore and offshore project teams
Exemplary communication skills; Ability to liaise between the business and information technology clients within the organization, frame complex technical concepts in simple business terms, and defend ideas appropriately
Hands on experience with SAS programming, JCL, PL SQL, and ETL data warehousing concepts.
Knowledge of IBM Enterprise DataStage (ETL developer tool, minimum version 8.5) and thorough knowledge of its stages, routines and utilities with ability to develop robust and re-usable ETL jobs and routines with scalability.
Expertise with ETL methodologies and job design with a sound knowledge and experience of integrating input/jobs from disparate systems and be able to maintain the Boards standard of ETL best practices.
Technology mastery: IBM mainframe(TSOD), IBM Datastage, Cognos
Technical skillsets to include: optimization of complex SQL scripts, develop complex procedures using IBM DataStage, as well as, knowledge of similarities and differences between Oracle SQL engine and MS SQL Server T-SQL engine
Deep dive modeling skills spanning both application and data warehousing
Mastery of data integration processing and toolsets
Experience with data warehouse and business intelligence solution delivery including advanced analytics, performance management / dashboards, formatted reporting, and ad-hoc analysis and the related toolsets

Leads the development and technical implementation of new or revised data warehouse and business intelligence reporting solutions
Supports ETL environments by monitoring their performance to ensure functionality, integrity and security of the environments and compliance with WSIB information security and change management processes. Identify and troubleshoot problems as they arise which may involve interacting with other areas within WSIB and external vendors for resolution.
Design and build data model for Enterprise ODS, New Enterprise Data Warehouse, and IM Catalogue components based on user requirements and applying appropriate system development methodology. This includes identifying user requirements, analyzing data systems, designing/creating ETL, developing test criteria, testing programs, and reviewing test results; maintaining metadata consistency, implementing the programs into production, providing installation support (on-site/on call as required) and preparing/maintaining appropriate documentation.
Provide technical assistance, advice and guidance to Business Technology Services (BTS) staff and WSIB business users in response to enquiries on the functionality of BI/ETL tools, and data in EIW and related datamarts to ensure efficient and un-interrupted IM services to the business users.
Author detailed technical design documents, options and supporting documentation
Serve as a data warehouse and business intelligence subject matter expert that executes on design and delivery of solution(s)
Supporting project managers and business analysts in preparing high level resource requirements and timelines estimates, identifying functional work areas and continually helping to remove technical hurdles;
Understand how data modeling and code design impacts data loading and reporting performance
Provide quality assurance testing assistance and guidance to ensure viability and accuracy of the test strategy
Ensures standards, guidelines, and best practices for governance and development are met by the project teams.
NICE TO HAVE:
Testing strategies for data-centric or business intelligence projects
BS or MS in Computer Science, Computer Engineering, Electrical Engineering, or related field
Hands-on experience in designing and leading enterprise-level data strategies and data management transformations with emphasis on Master Data Management, Governance / Data Quality and Data Integrity approaches, Data Access and Privacy Principles
Experience working in Public sector organizations, working on large and complex IT projects such as Guidewire Claim Center, Policy Center, and Billing Center experience preferred
Rate is up to a maximum of $72 / hour depending on experience.
