MaxSys is currently looking for an ATIP, Advanced for our Federal Client.
Secondary school diploma is required
M1 Must meet the Minimum Mandatory Qualifications as per THS, Annex A, Requirement- . (Available on the THS websitehttp://www.tpsgc-pwgsc.gc.ca/app-acq/sat-ths/classifications-eng.html).
M2 The bidder must demonstrate that each proposed resource has a minimum 7 years experience in applying and interpreting the Access to information Act and/or the Privacy Act (Specifically processing, reviewing, analyzing, making recommendations, preparing correspondence and consulting all involved parties)
M3 The bidder must demonstrate that each proposed resource has a minimum 3 years experience in mediating and negotiating resolutions of access to information and/or Privacy issues
M4 The bidder must demonstrate that each proposed resource has a minimum of 3 years experience investigating complaints under the Access to Information or Privacy Acts or criminal investigations and related policies and procedures.
The contractors will be investigating complaints under the Access to Information Act.
The scope of work for the temporary resource will include:
Working in a team environment providing support to a dedicated team responsible for the investigation of refusal complaints (exemptions, missing records, no records or miscellaneous complaints) or administrative complaints (delay, extensions and fee complaints).
Performing investigations and dispute-resolution to resolve complaints
Using the tools, processes and procedures defined by the Office of the Information Commissioner of Canada (OIC)
Exercise the powers delegated by the Information Commissioner
Research and analyse the allegations and circumstances of the complaints
Obtaining representations from complainants and institutions
Meet with and interview complainants, witnesses related to the complaint and departmental officials
Retrieving relevant information from subject matter experts from institutions
Interpret applicable legislation, case law, jurisprudence, precedents, previous decision of the OIC or other
Write Investigation Report, draft letters of findings to the complainants, request for legal opinion or other related documents
Providing recommendation considering the facts of the complaints in resolving complaints made under the Access to Information Act.
Maintains and updates a tracking system (lntrac) for all complaints
Providing briefing to senior management proposing strategies to resolve complaints
Use lntrac and the Records Management System (RDMIS) to record all documents, discussions and activities.
Ensure the paper investigation file is complete and organized as per the OIC procedure
