MaxSys is currently looking for a Financial Manager, Senior for our Federal Client.
Secondary school diploma is required
A degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group;
A recognized professional accounting designation: Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), and Certified General Accountant (CGA).
At least four (4) years of significant experience* within the past ten (10) years, developing new and updating existing departmental financial policy instruments (e.g. policies, standards, guidelines, procedures, etc.)
At least seven (7) years of experience within the past ten (10) years, working in government of Canada environment including financial policies,
At least seven (7) years of experience within the past ten (10) years communicating with people at all levels.
**Significant experience is defined as being in which the persons primary responsibilities include these duties and refers to the breadth and depth as well as the complexity of tasks that would normally have been obtained by carrying out the functions over at least forty eight (48) months at the senior level.**
A qualified resource with excellent verbal and written communication skills is required to undertake the following activities:
Working with financial and non-financial professionals, with HC/PHAC and other government departments to develop new and update existing departmental financial policy instruments (e.g. policies, standards, guidelines, procedures, etc.) to ensure they are aligned with legislation, regulations and TB policy requirements, and HC/PHAC operational realities and policy restrictions. This includes conducting research, building consensus, developing briefing materials, and defending positions to senior management.
Communicating with senior managers, program officers and financial colleagues, orally and in writing, in order to provide advisory services and direction on the interpretation and application of financial policy instruments and security requirements for systems. This includes communicating in-person, by telephone and teleconference, e-mail, and other communication methods.
