MaxSys is currently looking for a Procurement, Senior for our Federal Client.
• Secondary school diploma is required
• Must clearly demonstrate 3 years’ experience within the past 5 years working with DRMIS and currently be (or be capable of becoming with no further training) accredited to access DRMIS.
• Must clearly demonstrate 3 years’ experience within the past 5 years in the procurement of Communication and Information Systems (CIS) goods and services using procurement vehicles such as Standing Offers (SO), Local Purchase Orders (LPO) and the creation of Request for Quote (RFQ) and Request for Purchase (RFP) documentation.
• Must have been responsible for the establishment of at least one National Master Standing Offer (NMSO), National Individual Standing Offer (NISO) or Supply Arrangement (SA) through Public Services and Procurement Canada (PSPC, formerly PWGSC) in the last 10 years.
• Must clearly demonstrate 3 years’ experience within the past 5 years working to support four or more diverse client sub-units each of which must be clearly identifiable as having different roles and responsibilities.
• Must be fully capable of employing Microsoft Office applications, including Word, PowerPoint, Outlook and Excel to support data collection, sorting, filtering, selection, analysis, and presentation.
Duties, but not limited to:
• Obtain CIS procurement requirements from sections including costing estimates, funding approvals and potential vendors
• Preparing complex bid request documents including Supply Arrangements (SA), Request for Standing Offers, Request for Proposals (RFP), etc
• Evaluating Statements of Work (SOW) for completeness and adherence to procurement regulations
• Leading the development of bid evaluation criteria in collaboration with Technical Authorities
• Supporting Technical Authorities in efforts to evaluating bids against mandatory requirements
• Negotiate pricing, delivery, etc. prior to contract award
• Recommending award or issuance of contracts or standing offers or supply arrangements
• Performing contract follow-up including taking appropriate legal action such as termination of contracts
• Assisting in the development of procurement policies and procedures
• Providing guidance to procurement personnel regarding potential procurement strategies and post contractual issues
• Procure goods and services using available SO and LPO
• Help prepare RFP and RFQs for large value procurements
• Procure Communications Information System (CIS) components and materials for DJCIS/RF Systems
• Track financial spending and coordinate with directorate financial personnel to effectively administer funding provided by external clients and supported units
• Assist with budget and business planning activities, including preparation of, tracking expenditures and preparing reports
