MaxSys is currently looking for a Procurement, Senior for our Federal Client.
• Secondary school diploma is required
• Must clearly demonstrate 3 years’ of Federal Government experience comprising of small and large multi-year solicitations using various contracting procurement vehicles.
• Must clearly demonstrate 5 years’ experience in the IM/IT procurement field within the last 10 years.
• Must clearly demonstrate 5 years’ experience within the last 8 years in developing and evaluating selection and evaluation criteria for bid solicitations of mandatory and point rated criteria.
• Must clearly demonstrate experience in advising ADM and DG levels of potential risks associated to any procurement process.
• Must clearly demonstrate knowledge of Federal Government procurement policies and procedures.
Duties, but not limited to:
• Subject Matter Expert on contracting. Provides recommendation and advice to senior managers.
• Provides procurement support to the OCDO. Assists in the creation of contracts against Supply arrangements, call-ups against Standing offers, and Large IT procurement.
• Develops evaluation and selection criteria, Complexity and Risk Assessments, Procurement Plans, Statement of Works (SOW’s), Statement of Requirements (SOR’s) and SRCL as required, evaluate bids and identify preferred vendors, Support procurement through liaison with procurement specialists.
• Provides procurement guidance/assistance to colleagues (i.e. providing one on one training, resolving queries and difficulties raised).
• Monitors delivery (i.e. expenditures, deliverables, and timelines) against contract provisions; and Perform regular contract reporting. Procurements will be largely focused on procuring professional services, with occasional requirements to procure software and/or software licenses.
• Plans, organizes and monitors the procurement of a diversified range of specialized commodities and services related to analytics and specialized research and requirements.
• Provides data and analysis as well as the financial management activities of complex multi-year, multiple partner contracts. Provide reports and information in support of client business planning and management activities. 
• Develops and maintain relationships with clients and colleagues. Creates procurement and transaction documents while verifying special instructions and quality assurance.
• Contributes to the development of competitive tenders.  Assists in the development of bid evaluation plans. Research and compose contracts of all value.
• Reviews clients’ procurement requirements, Statements of Work, Evaluation Criteria and make recommendations on information required.  Maintain a log of contracting mechanisms used and contractors’ information. 
• Ensures expertise continuity by maintaining timely, accurate financial data on projects, contracts obtained by all sources. Provides ADM (DIA) with accurate contracting information while anticipating leadership’s requirements in terms of contracting.
