MaxSys is currently seeking a Senior Program Administrator for our federal client!

MANDATORY REQUIREMENTS:
Education:
? A bachelor degree in a field relevant to aerospace engineering; OR
? Equivalent training in an RCAF school such as Canadian Forces School of Aerospace Studies (CFSAS); OR
? Must clearly demonstrate a minimum of sixty (60) months experience as an aerospace engineer.
Experience:
? Must possess a Project Management Professional (PMP) qualification from the Project Management, Institute (PMI) or equivalent qualification, or demonstrate equivalent experience,
? Must demonstrate a minimum of sixty (60) months combined experience in project management, project director or deputy project director on projects greater than $25M and lasting longer than five years,
? Must demonstrate experience producing or maintaining at least five of the following types of project documentation for a Government of Canada project greater than $100M: Project Brief, Project Charter, Statement of Operational Requirements, Business Case, submissions for project approval, Investment Plan Change Proposal, PRICIE, and Project Complexity and Risk Analysis.
Typical duties include…
Task 1 – Advice on Project Documentation
a. Provide CC130J Hercules Block 8.1 Upgrade personnel with the requisite advice, recommendations, plans and policy for the development of project documentation.
Task 2 – Preparation of Project Documentation; Prepare CC130J Block 8.1 Upgrade project documentation to include, but not limited to…
a. Preparation of all documentation required for Identification and Options Analysis (Project Briefings, Business Cases, Defense Procurement Services (DPS) Governance, Senior Review Board (SRB) Checklists and presentations, etc.); and
b. Drafting of other corporate submissions and assisting in the coordination and submission of project approval documentation.
Task 3 – Carry-Out Project Work
a. Using DND procedures and information to carry out project work as defined in such documents as the Defence Procurement Strategy, Defence Management System, Project Approval Directive, and the Capability Investment Database;
b. Analyzing material, such as SOR, SOCDs, specifications, Statement of Work, notes;
c. Reviewing requirement specifications with stakeholders and subject matter experts to ensure that the requirements are comprehensive, clear, well structured, traceable, verifiable and feasible;
d. Conducting studies which support options analysis and determine funding requirements and resulting Personnel, Operations and Maintenance (PO&M) resource impacts; and
e. Identifying indicative cost estimate of the preferred option and substantive cost estimate of the Definition Phase or the first phase of a gated project.
Task 4 – Provide Advice and Updates on Project Issues
a. Providing briefing notes, issue analysis and expert advice to ADM(Mat) personnel and Senior Royal Canadian Air Force (RCAF) Management on issues and activities related to the CC130J Block 8.1 Upgrade project. The scope of such notes, analysis and advice may vary from the provision of briefing notes to the preparation of senior manager participation at a variety of DND/CF executive level fora and detailed analysis of such topics as Procurement strategies, Cost of ownership, Business cases, In-Service support concepts, infrastructure and personnel requirements;
b. Researching and locating background information, analyzing and extracting relevant information and writing summaries; and
c. Researching and gathering information, analyzing the subject and the audience, and producing clear documentation in response to queries.
Task 5 – Provide Project Administrative Support
a. Assisting in the maintenance of project documentation and records; and
b. Maintaining and updating relevant project information in manual and/or electronic files. Project information might include such things as project activity schedule, status reports, correspondence etc.
