MaxSys is currently looking for a Senior ATIP for our Federal Client.

Experience:
M1:  Must meet the Minimum Mandatory Qualifications as per THS, Annex “A”, Requirement which includes a minimum of 5 years’ relevant experience in the interpretation and application of related legislation, policies and regulations.  Sample experiences may include:Coordinating the activities of ATIP team members
• Coordinating the preparation of sensitive or complex Privacy Impact Assessments
• Coordinating the updating of departmental contributions to Info Source
• Providing recommendations regarding the exemption or exclusion of sensitive information
• Conducting, coordinating and managing consultations with various federal departments and agencies
• Coordinating the defense of decisions on complaints submitted to the Information or Privacy Commissioner
• Providing advice and guidance to senior management, departments and agencies
• Performing detailed quality control on a wide variety of documents produced by ATIP teams, including requests, information disclosures, guidelines and workplace tools

M2:  In addition to the 5 years’ experience defined in M1 above, the bidder must demonstrate that each proposed resource has a minimum 3 years’ experience in the past 5 years, in applying and interpreting the Access to Information Act and/or the Privacy Act and relevant codes of practice in a Federal departmental designated ATIP office**, for the purpose of processing complex, voluminous and contentious requests (specifically reviewing, researching, analyzing, making recommendations, preparing correspondence, and consulting with all involved parties) in accordance with ATIP legislation, Treasury Board policies and guidelines and jurisprudence and providing expert advice, recommendations and guidance on the application of ATIP legislation (including strategies and approaches in processing of requests) to senior officials on ATIP related matters. 
** Federal departmental designated ATIP office is defined as the primary office within a federal department/agency responsible for the core administration of the Access to Information and Privacy Acts. 
If there are an insufficient number of qualified resources, consideration may be given to resources that have a combination of the following:
Experience working in a federal departmental designated ATIP office (as defined above)
AND
Experience (as defined above) gained at one of the following alternatives:
• Office of the Information Commissioner; OR
• Office of the Privacy Commissioner; OR
• In a designated Municipal/Provincial Freedom of Information office; OR
• A central agency
Provided that the resource’s primary role related to the core administration of the Access to Information and Privacy Acts or the equivalent municipal/provincial legislation.
M3:  In addition to the 5 years’ experience defined in M1 above, the bidder must demonstrate that each proposed resource has a minimum 3 years’ experience in a Federal departmental designated ATIP office**, which must include 3 years in the last 5 years (Nov 2015 to present) in mediating and negotiating the resolutions of access to information and/or Privacy issues (e.g. negotiating with clients, the OPIs, OGDs, third parties, etc.), on timelines, scope of requests, and relevant ATIP exemptions and exclusions. The bidder must also demonstrate that their resources have experience in the administration and resolution of complaints and investigations by the Office of the Information Commissioner of Canada and/or the Office of the Privacy Commissioner of Canada.
