MaxSys is currently looking for a Special Advisor, Advanced for our Federal Client.
Secondary school diploma is required
Ten(10) years recent and relevant experience in Project / Program Management with Federal Government in Project Approval Process, Accounting, Financial Audit, Operations, Planning and Resource Management, Financial Policy and Financial Systems.
Ten (10) years of experience leading or actively participating in the delivery of financial administration activities in applying Government of Canada accounting policies, procedures and directives as they relate to finance, audit, procurement and contract management .
Ten (10) years of experience and relevant expertise that include preparing administrative and financial reports and documents to support management and the decision-making process. This means direct personal work experience and knowledge of Treasury Board financial policies related to accounting, project approval process, comptrollership, financial management and systems ideally gained within the or Federal Government.
Demonstrated hands on experience in the use and set-up and maintenance of project management tools including financial controls and IM applications: SAP, DRMIS, Oracle, Free Balance, MVR/MRS (Management Reporting Solutions) Tool, SharePoint, RDIMS, GCDOCS, MS Office, Microsoft Outlook amd Microsoft project
The duties will include but are not limited to the following:
The Project Manager must provide advice and perform tasks, which may include, but are not limited to the following: Develop and maintain project documentation, such as, but not limited to: 1) Business Requirements Document (BRD); 2) Charter; 3) Project Management Plan (PMP); and 4) Risk Plan. Prepare Summary reports or Briefing notes on specific technical investigations. Consolidate and prepare an agenda. Maintain meeting minutes. Prepare presentations for Senior Review Boards and other meetings as required. Maintain project spending and budget spreadsheets, Prepare Statement of Work (SOW), evaluation criteria / grid and the final evaluation report to support the department Sections projects.
Providing advice regarding the administrative and financial implication of changes to the Defence Service Program on the operation of the Section;
Developing and managing the sections overall project administration and provide financial advice and guidance on all matters pertaining to project accounting, financial reporting and financial control;
Providing advice to ensure understanding, acceptance, uniform implementation and effectiveness of new or revised administrative, financial and operational management policies;
Implementing, maintaining, evaluating the sections administrative accounting, financial reporting and financial control policies, systems and procedures;
Preparing and delivering the Sections response for Divisional (Level II) and Group ( Level I) administrative and financial reports and returns for projects;
Developing the design, development and control of a comprehensive (computer-oriented) system of account classification for the Section to manage travel, training, procurement and other expenditures; and
Soliciting information from Group Leaders for the preparation of financial management and accounting reports and returns such as the Quarterly Review and annual Business Plan.
Researching, identifying, and developing project financial trends and procedures that will serve to improve the performance of the Section service delivery model;
Developing and maintaining close working relations with the Business Management Team Leader and the Divisional Financial Managers .
