MaxSys is currently looking for a Special Advisor, Intermediate for our Federal Client.
• Secondary school diploma is required
• Must clearly demonstrate 3 years’ experience within the past 5 years creating project approval documentation such as Strategic Context Documents, Business Case Analysis documents, Project Briefings, and Statement of Work.
• Must clearly demonstrate 3 years’ experience within the past 5 years leading the development of project management items such as project requirements, schedule and costs estimates.
• Must clearly demonstrate 2 years’ experience within the past 7 years working for or within a federal government department in support of staffing project approvals.
• Must clearly demonstrate 3 years’ experience within the past 5 years in the use of 2013 Microsoft Office suite – Word, Outlook, Excel, PowerPoint, SharePoint, and Project).
• Provide the Director Naval Requirements 2 (DNR-2) with the requisite advice, recommendations, plans and policy for the development of  project documentation for the RCN Unmanned Systems (UxS) major and minor capital projects as assigned;
• Possess a comprehensive knowledge of RCN and Royal Canadian Air Force roles, mission, and tasks. Knowledge of Transport Canada and Department of National Defence airworthiness processes is an asset;
• Assist the Section Head for UxS projects in identifying, validating and documenting the projects’ scope; obtain stakeholder input and review of the scope, organize a working group of stakeholders to gather input if required;
• Conduct planning and analysis as required to determine and document details such as project cost estimates, business cases, risks, schedule, options, procurement strategy etc;
• Take a lead role when tasked in writing all project documentation necessary during the term of employment such as Strategic Context Documents, Defence Capability Board Briefings, Project Brief, Briefing Notes, Risk Register, Investment Plan Change Proposal, Project Charter and the Statement of Requirement. Maintain and control the configuration of all project documentation. Upload and file documents as required. This may require coordination and consultation with VCDS, other Naval staff sections and ADM(Mat) staffs, Level 1 organizations and other agencies to ensure alignment between the RCN and DND/Canadian Armed Forces (CAF) objectives;
• Participate in local area meetings and working groups related to the projects. Organize and lead meetings and working groups as required. Produce agendas, minutes and records of decisions as required. Communicate effectively, both verbally and in writing, with the chain of command, project boards, specific stakeholders, partners teams and working groups;
• Perform other duties, responsibilities and tasks as assigned by the section head or chain of command, including administrative, clerical, and technical support related to UAS.
• Use DND procedures and information to carry out project work as defined under the Defence Services Programme (DSP) and in such documents and databases as the Project Approval Directive (PAD), and the Capability Investment Database (CID);
• Provide general administration service which would include but not be limited to: scheduling meetings; drafting agenda and minutes; editing, proofreading, and finalizing correspondence, reports, statements, other documents; assembling and disseminating correspondence and briefing materials; preparing, reviewing and editing documents; composing correspondence, preparing reports and responses to requests for information; planning, administering and tracking activities and action items; inputting and updating changes to meeting and appointment schedules; and photocopying, faxing, and scanning documents;
• Develop the requisite airworthiness documentation and support the test and evaluation processes and release to service for unmanned aircraft systems (UAS);
• As directed by DNR, assist other DNR sections.
